Adam Francis

Adam Francis is a Principal in Ernst & Young LLP’s Washington Council EY (“WCEY”) practice, where he focuses on tax policy issues and provides guidance on legislative procedure and strategy in the U.S. Congress.

Prior to joining WCEY in 2011, Adam spent more than 14 years on Capitol Hill, most recently serving as Deputy Chief of Staff and Legislative Director to Congressman Patrick J. Tiberi (R-OH), a senior member of the House Ways & Means Committee. During his tenure as a member of the Ways & Means Committee, Tiberi served as Chairman of the Tax, Trade, and Health Subcommittees.

Prior to his service with Congressman Tiberi, Adam worked on the staff of Congressman John Kasich (R-OH), then-Chairman of the House Budget Committee, from 1996 through 2000.  

In addition to his official positions on Capitol Hill, Adam has had extensive involvement in campaign and political action committee activities, giving him in-depth experience in the politics of public policy.
