Andy Oxley is President and Chief Executive Officer of Forestar, one of the largest single-family community developers in the U.S. Since joining the publicly traded company in 2024, Forestar has expanded its national footprint, increased liquidity, maintained no project-level debt and grown its staff by more than 20 percent.

An Iowa native, he began his career as a real estate attorney and was a partner at an Atlanta-based law firm prior to joining D.R. Horton in 1998. During his tenure he held numerous positions with the national homebuilder. Before joining Forestar he served as Senior Vice President – Business Development and oversaw all merger and acquisition activity and new market opportunities.

Oxley holds a Bachelor of Arts degree in history from the University of Northern Iowa and a Juris Doctorate from Emory University.
